DOH Webinar: LTHHCP Transition to Managed Care
The DOH conducted a webinar on March 18 to discuss the transition of the Long Term Home Health Care Program (LTHHCP) to managed care. The PowerPoint should be posted within the next couple of days. This is another part of the on-going discussion of MRT Initiative #1458: Care Management Population and Benefit Expansion, Access to Services, and Consumer Rights.
Several items of interest:
- When DOH receives approval from CMS for the LTHHCP to transition into MLTC, the process will start with 17,600 patients (NYC- 15,000 and Long Island/Westchester – 2,600);
- Both duals and non-duals will have 60 days to transition;
- Depending upon the state budget, the transition timeline could change;
- Mainstream plans will have to cover home delivered meals and medical social services;
- LTHHCPs have two types of contract options – provider agreements and care management administrative services agreements;
- CMS and the legislators will be weighing in on spousal impoverishment budgeting (currently there are 800 LTHHCP patients utilizing this budgeting); and
- The policy on hospice in MLTCs could change shortly.
