Revisions to the Nursing Home Compare 5-Star Quality Rating System

In anticipation of the roll-out of the newly revised 5-Star rating system on Nursing Home Compare, the Centers for Medicare and Medicaid Services (CMS) posted private preview 5-star ratings for each nursing home on the CASPER System webpage. To access the preview reports, go to the MDS State Welcome page where you submit MDS data and select the CASPER Reporting link located at the bottom of the page. Once in the CASPER system, click on the 'Folders' button and access the Five Star Report in your 'st LTC facid' folder.  

The changes to the 5-Star Rating System include:

  • Adding the two antipsychotic measures (long-stay and short-stay) that are currently reported on CMS Compare to the 5-Star quality measure calculation.
  • Resetting the scale of the quality measures to raise performance expectations, which may affect many facilities overall and QM star ratings.
  • Changes to the staffing calculation to more accurately reflect staffing levels.  
  • Expanding targeted surveys that access adequacy of resident assessments and accuracy of information reported to CMS currently used in calculating the 5-star quality measures.
