Quality Pool Quintile Assignments Posted

On Jan. 16 DOH notified providers that a listing of nursing homes by 2013 quality pool quintile has been posted to the DOH website.  The notification email is copied below. 

Although we continue to work with DOH to address the way certain fraud and abuse cases against individual employees are characterized, members should be aware that this information is now available to the public.  At present, DOH has not issued a press release on the results but may do so when detailed scores are posted.  The state intends to publicize facility-specific scores for each individual quality measure once final CMS approval of the quality pool is received.  Rate adjustments to fund and distribute the pool are also pending CMS approval.

We have prepared and distributed a series of suggested talking points in the event there are media, consumer or other inquiries made of your organization.  Please let us know if you would like a copy or if you are contacted by the media on your facility’s results.

We are pleased to announce the release of the 2013 Nursing Home Quality Pool (NHQP) scores.   In an effort to reward high-quality care, the NHQP was established in the 2010-2011 State Budget. The Department of Health (DOH) has been working with industry experts to design and compute an equitable quality scoring system using existing data sources.

The NHQP score is comprised of fourteen quality performance measures, three compliance measures and one efficiency measure.  The Department assessed each nursing home on their performance in all areas of the NHQP as compared to their peers.  Determinations of fraud or abuse by the Attorney General’s office or specific deficiencies cited during the survey process were also incorporated into the results.

We are releasing the ranking of the NHQP scores by quintile; the payment of the 2013 NHQP is pending CMS approval. We anticipate releasing a comprehensive dataset containing facility-level measure performance and scores on Health Data NY by the end of the month, and we will notify you when that is posted.

The NHQP excludes non-Medicaid, CMS Special Focus Facilities, Specialty-Only Facilities, Continuing Care Retirement Centers, and Transitional Care Units.
