CMS Releases Updated Resources Following CMPRP Revisions

(Dec. 8, 2025) On Sept. 29th, the Centers for Medicare and Medicaid Services (CMS) announced revisions to the Civil Money Penalties Reinvestment Program (CMPRP) and subsequently released new resources to support providers in applying for CMPRP funding. These resources, available in the “Downloads” section of the CMS webpage, include:

  • A standardized application and budget attachment
  • A comprehensive application handbook with details on allowable expenses, application tips, and a sample project application
  • A Frequently Asked Questions (FAQ) document
  • A new resource outlining available CMPRP funds by state

While LeadingAge National had hoped the revisions would expand eligibility to include telemedicine supplies, they are encouraged by the inclusion of behavioral health and workforce development initiatives and will continue to advocate for technology-related needs with CMS.

In NY, CMP funds are administered through the Department of Health (DOH). Applications are first reviewed at the state level for compliance before being forwarded to CMS for national review. Recent federal government reopening has resumed CMS operations after delays caused by the shutdown, but providers should anticipate longer timelines as backlogs are cleared. At the national level, CMS now conducts centralized reviews of all CMP applications, focusing on allowable categories such as behavioral health, workforce development, and resident quality initiatives, while telemedicine and certain technology projects remain non-allowable.
