CMS Nursing Home Quality Measure Reminders: QRP Flu Vaccination Measure Reporting Begins and Check Your PBJ Data Now
Nursing homes should be aware of actions they can take to avoid a Quality Reporting Program (QRP) payment reduction or an inaccurate Centers for Medicare and Medicaid Services (CMS) staffing rating. As of Oct. 1st, nursing homes will now report via the National Healthcare Safety Network (NHSN) on a new measure under the QRP: Influenza Vaccination Coverage among Healthcare Personnel. In addition, with the end of the quarter on Sept. 30th, nursing homes have 45 days to correct and resubmit Payroll-Based Journal (PBJ) data to ensure an accurate staffing rating.
QRP Influenza Vaccination Coverage Reporting
With the commencement of flu season on Oct. 1st, nursing homes may now report on a new quality measure under the Skilled Nursing Facility (SNF) QRP. The measure, Influenza Vaccination Coverage among Healthcare Personnel, was finalized in the Fiscal Year (FY) 2023 SNF Prospective Payment System (PPS) final rule. Specifications of the measure require nursing homes to report flu vaccination coverage for staff who work at least one day during the flu season. Check Your PBJ Data Submissions to Ensure an Accurate Staffing Rating
CMS encourages providers to review staffing-related data submissions through five key reports in the Certification and Survey Provider Enhanced Reporting (CASPER) system. After initially submitting PBJ data, providers should first check the Final Validation Report, delivered to the CASPER folder usually within 24 hours of PBJ data submission. To confirm the accuracy and completeness of data, providers should next utilize the following reports:
- 1700 Employee Report
- 1702D Individual Daily Staffing Report
- 1702S Staffing Summary Report
- Minimum Data Set (MDS) Census Report
Providers can correct or resubmit data as many times as necessary prior to the final data submission deadline, which is 45 days after the end of each quarter. An August 2022 article from LeadingAge National provides additional information about the reporting and review process here.
