CMS Issues QSOs Regarding Statement of Deficiencies and Plan of Correction Form Release, Nursing Home Care Compare Updates
(June 23, 2025) The Centers for Medicare and Medicaid Services (CMS) issued two Quality, Safety, and Oversight (QSO) memos on June 18, 2025.
The first memo, regarding survey and release of Form CMS-2567 (Statement of Deficiencies and Plan of Correction), is QSO-25-19-All. In summary, this memo updates the timeframe for public release of the CMS-2567 from up to a 90-day timeframe currently to immediately upon receipt by the provider.
The second memo, regarding updates to Nursing Home Care Compare, is QSO-25-20-NH. This memo outlines updates to four areas:
- Posting Performance Data for Nursing Home Chains (starting July 30, 2025)
- Dropping Third-Cycle Standard Surveys from Nursing Home Care Compare Health Inspection Rating (starting July 30, 2025)
- Incorporating Updated Long-Stay Antipsychotic Measure on Nursing Home Care Compare (starting Oct. 29, 2025)
- Removing COVID-19 Vaccination Measures from Main Profile Page of Each Nursing Home (starting July 30, 2025)
LeadingAge NY is currently analyzing what impact removing the third survey cycle has on the health inspection Five-Star rating in NY, our members, and the nation. This analysis will be based on state-level cut point data that we have now, which could be different after the July refresh. This rating is important since it is the starting point for a community’s overall rating. We are monitoring the release of a new Five-Star Users’ Manual, as this will provide more detailed information. An action that you can take now is survey prep and mock surveys to create a survey-ready culture.
LeadingAge NY will be monitoring the release of a new Quality Measures User’s Manual that will provide more details for the updated Long-Stay Antipsychotic measure. Since this measure will include claims data, not just Minimum Data Set (MDS) data, an action that you can take is to include all appropriate diagnoses on the claim form, especially if antipsychotics are being used.
LeadingAge NY anticipates that making these changes to the Five-Star Report after the July refresh will delay the email links to our members, but once the reports are updated, members will receive their links.
