NYSDOH Announces Training for Updated NORA Outbreak Reporting System

(September 15, 2026) The New York State Department of Health (NYSDOH) has announced training sessions for the updated Nosocomial Outbreak Reporting Application (NORA). The system, used by nursing homes and hospitals to report outbreaks to NYSDOH, will transition to a standalone application within the Health Commerce System (HCS) as the Health Electronic Response Data System (HERDS) is discontinued at the end of 2026.

The new NORA application is expected to launch in mid- to late-November 2026. To help infection control practitioners prepare, NYSDOH is offering a series of training sessions covering application navigation, report submission and editing, outbreak closeout processes, and available support resources.

Nursing home infection preventionists and outbreak reporting staff should attend one of the training sessions to ensure readiness for the transition to the new NORA platform before HERDS is retired.
