State Issues Guidance for Late CDPAS Registrations
(March 25, 2025) In a memo released today, March 25th, the Department of Health (DOH) outlines the process that will allow Consumer Directed Personal Assistance Program (CDPAP) Personal Assistants (PAs) to be paid for hours worked in April in cases where the consumer and/or PA have not fully completed registration with Public Partnerships LLC (PPL), the State’s designated CDPAP Fiscal Intermediary (FI), by the April 1st deadline. The late registration window is aimed at ensuring that program participants can continue to receive care and that workers who have not yet completed the transition can retroactively receive payments for hours worked in April upon completion of their registration with PPL. The grace period is available to all current CDPAP consumers and workers, including those who have not yet started the registration process, as long as they complete their registration by April 30th.
The guidance specifies that consumers who have authorizations for CDPAP services with PPL with an effective date of April 1, 2025 but who do not have a complete registration in PPL@Home (i.e., either the consumer and/or their PA(s) are not in the PPL system or have pending items to complete) may have their payroll processed on the next payroll cycle after they complete their registration in accordance with the new guidance. This applies to services performed between April 1, 2025 and the date on which the registration is fully completed.
According to the guidance, prior to the payroll being processed, the following requirements must be met:
- The consumer must have a valid prior authorization for PPL as their FI effective for all dates of service.
- The consumer must have completed registration with PPL, including having a signed and validated Memorandum of Understanding (MOU).
- Each PA requesting payment must have completed all registration processes with PPL, including submitting all required documentation for employment and passing required reviews (i.e., I-9 processing).
Any consumer or PA who does not complete their registration process by April 30th and submit their timesheets by the posted timeline will not be eligible for retroactive payment.
