DOH Releases 2015 Managed Long Term Care Quality Report
The Department of Health has released the 2015 Managed Long Term Care Report ("the Report") and the 2015 Regional Consumer Guides. The Report provides an annual picture of enrollee characteristics, plan performance on quality metrics, and consumer satisfaction in relation to partially-capitated Managed Long-Term Care (MLTC) plans, Programs of All-Inclusive Care for the Elderly (PACE) programs, Fully Integrated Duals Advantage (FIDA) plans and Medicaid Advantage Plus (MAP) plans. The Regional Consumer Guides provide 'star ratings' of plans based on a subset of the measures included in the MLTC Report.
According to the Report, there are approximately 153,000 enrollees in the four types of MLTC plans; 90 percent are dually-eligible; 82 percent live in New York City; and as of Nov. 2015, 0.7 percent were permanently-placed in a nursing home.
The Report scores plans' performance on quality measurs across three domains: (i) current rates on specified metrics (e.g., flu immunizations rates); (ii) performance over time on specified metrics (e.g., stability or improvement over time in activities of daily living); and (iii) potentially avoidable hospitalization rates per 10,000 days of plan enrollment. Highlights of plan performance include the following:
- 77 percent of enrollees received the recommended annual influenza vaccination.
- 94 percent of enrollees had no falls that resulted in medical intervention in the past 90 days.
- 78 percent of enrollees remained stable or demonstrated improvement in the activities of daily living function.
- 73 percent of enrollees remained stable or demonstrated improvement in urinary continence.
- The statewide rate of potentially avoidable hospitalizations was 3.91. Plan results ranged from one to six potentially avoidable hospitalizations per 10,000 days enrolled in the plan.
