NYSHealth FIDA Report
The New York State Health Foundation (NYSHealth), a private, statewide foundation dedicated to improving the health of all New Yorkers, has issued a report entitled: Examination of Medicare A/B Capitation Rates for 2014.
This report seeks to inform health plans and stakeholders regarding the rate methodology and other key design features of the Fully Integrated Dual Advantage (FIDA) demonstration program. As background to the report, NYSHealth notes that:
“Individuals who qualify for both Medicare and Medicaid, known as dual eligibles, are among New York State's costliest and most complex Medicaid beneficiaries. On average, each dual eligible costs the State $30,384 per year, which is the highest rate in the nation and twice as much as the national average of $15,459. New York is implementing a demonstration program that will offer coverage plans for dual eligibles to better serve their needs and coordinate care.”
