State Releases RFP for Round 5 of Empire State Supportive Housing Initiative
On Aug. 31, 2020, New York State released the Request for Proposals (RFP) for Round 5 of the Empire State Supportive Housing Initiative (ESSHI). This RFP is not intended to distribute capital funds – it is meant to provide the service and operating funding necessary to operate permanent supportive housing units that will be developed with funding from other capital funding mechanisms. Examples of services provided with ESSHI funding include trauma-informed services, counseling, independent living skills training, primary health care, benefits advocacy, substance use disorder treatment and mental health care, employment and training opportunities, parenting education, and child care. The supportive services should be tailored and appropriate to the specific population to be served – for example, benefits advocacy for “frail and elderly seniors” at risk of homelessness.
Written questions regarding this RFP will be accepted until Sept. 23, 2020 at 2 p.m. No questions made by telephone will be accepted. Answers to these questions will be tentatively posted on the New York State Office of Mental Health (OMH) website by Oct. 2, 2020.
