NYS Releases NOFAs for Affordable Housing Development, Home Repair and Accessibility Programs
(June 10, 2025) On June 4th, NYS published Notices of Funding Availability (NOFAs) regarding the Access to Home Program, Access to Home for Heroes/Veterans Program, Access to Home for Medicaid Members Program, Residential Emergency Services to Offer (Home) Repairs to the Elderly (RESTORE) Program, and Mobile and Manufactured Home Replacement Program, as well as for Community Development Block Grant (CDBG) funding for Public Infrastructure, Public Facilities, Economic Development Imminent Threat, and Community Planning; NYS CDBG funding for Housing Activities; and the NYS HOME Program.
The Access to Home programs provide financial assistance to make residential units accessible for low- and moderate-income persons with disabilities, enabling these individuals to live in their residences safely and comfortably rather than in an institutional setting. The RESTORE Program provides financial resources to assist older adult homeowners, 60 years of age and older, with the cost of addressing emergency home repairs or code violations that pose a threat to their health and safety or affect the livability of their owned primary residence, enabling them to continue to live independently in their homes.
The State’s June 4th announcement makes $15.5 million available for these programs, including $5 million each for the Access to Home and Access to Home for Heroes/Veterans programs, $1.5 million for the Access to Home for Medicaid Members Program, and $4 million for the RESTORE Program. The NOFA also makes $4 million available for the Mobile and Manufactured Home Replacement Program.
Eligible applicants for the Access to Home programs and RESTORE Program are units of local government and not-for-profit organizations that have been providing relevant service to the community for at least one year prior to application. Awarded entities then issue grant funds to assist low- and moderate-income renters and homeowners with disabilities in making accessibility modifications and habitability repairs to their primary residences, with accessibility modifications – like wheelchair ramps and lifts, handrails, doorway widening, and roll-in-showers – designed to address substantial limitation caused by a disability or to improve activities of daily living or access to the unit.
Application materials for the Access to Home and RESTORE Program NOFAs will be made available on the NYS Homes and Community Renewal (HCR) website by Thurs., July 17th and will be due no later than 4 p.m. on Thurs., Aug. 21st. Applications must be submitted using the Community Development Online Application System (CDOL).
The NYS CDBG is a federally funded program administered by the State which provides resources to eligible communities to enable the development of decent, affordable housing; create suitable living environments; and enhance economic opportunities for low- and moderate-income persons. The NYS HOME Program is another federally funded program administered by the State designed to fund residential housing activities to expand the supply of decent, safe, and affordable housing throughout the state.
Eligible applicants for the CDBG include non-entitlement municipalities. Municipalities, not-for-profit corporations, and public housing authorities that have been in existence for at least one year prior to application and have provided recent and relevant residential housing services to the community are eligible to apply. Application materials and program guidance for all CDBG and HOME activities will be available on the NYS HCR website by Thurs., July 17th. More information on applications for CDBG deadlines is available in the June 4th edition of the State Register; applications for NYS HOME funding will be accepted until 4 p.m. on Thurs., Sept. 11th and must be submitted using the CDOL.
