NYS Announces Launch of Solar for All Multifamily Solar Development Funding Program

(July 28, 2025) NYS Homes and Community Renewal (HCR) announced the launch of its Solar for All (SFA) program term sheet for multifamily solar development. This new funding source is designed to help offset the costs of installing on-site solar photovoltaic (PV) systems on proposed new developments and rehabilitation multifamily projects.

According to the term sheet, funding is available for on-site solar PV installations for both existing and new multifamily buildings that meet the specified eligibility requirements, including being awarded through either HCR’s Low-Income Housing Tax Credit (LIHTC) programs or through its various subsidy financing sources and providing affordable housing. Awards will be sized using the Solar Evaluation Tool (SET), but will not exceed $249,999 per project.

To help stakeholders, including developers and building owners, development consultants, architects, engineers, and sustainability consultants, better understand the SFA program requirements, HCR’s Sustainability Unit is hosting a webinar on July 29th from 1-2 p.m. to explain the program in detail and answer questions. Those interested may register to attend here. This webinar will also be recorded and shared by the agency once complete.
