UAS-NY Implementation Deadline
In response to advocacy from LeadingAge NY and other associations, the Department of Health (DOH) has just announced a revised plan confirming a 90-day delay in the implementation of the Uniform Assessment System – New York (UAS-NY). Therefore, the original July 1 deadline for Managed Long Term Care (MLTC) programs and their associated providers is moved to Oct. 1, 2013.
“What the Statewide Implementation Plan of the UAS-NY Means for Your Organization v 2013-05-13” highlights the “Adjustments to accommodate a 90-day delay for the implementation of Managed Long Term Care.” Providers are cautioned that at this point deadlines for the other program types remain as originally posted in this document.
LeadingAge NY is grateful to our members for providing us with the details necessary to make an ironclad case for the delay. We continue to carefully monitor and analyze this process and keep our members informed of the latest developments so that we can work together to make this transition as smooth as possible. We are also grateful to DOH and the UAS-NY staff for their response to provider concerns and revising the MLTC deadline to Oct. 1, 2013. In particular, the following revised section of the attached implementation plan has been highlighted:

- To ensure that MLTC Plans and their respective networks are prepared to fully implement the UAS-NY, the Division of Long Term Care (DLTC) have established the following milestones.
- All HCS user accounts must be submitted to the Commerce Accounts Management Unit (CAMU) no later than July 1, 2013.
- Trust Level 3 assurance and UAS role assignments must be established by no later than Aug. 1, 2013.
- All staff (assessors and support staff alike) must complete the required online training and begin using the UAS-NY in preparation for conducting assessments by Aug. 15, 2013.
- Plans must use the UAS-NY for all new members who are scheduled to enroll effective Oct. 1, 2013. This will require Plans to use the UAS-NY as early as mid-August 2013.
- The UAS-NY must be used for all reassessments beginning Oct. 1, 2013.
We will continue to advocate on behalf of all program types for addressing any additional concerns whether they be operational, including the need for further adjusting the implementation timeline, or reimbursement in nature.
