Update on CDPAP and Medicaid Managed Care

Effective Nov. 1, the mainstream Medicaid Managed Care plans will provide the authorization and management of the Consumer Directed Personal Assistance Program (CDPAP). The NYC Human Resources Administration (HRA) has sent out a notice to explain the transition, which reports: “To promote continuity of care, mainstream Managed Care plans have been required by the New York State Department of Health (DOH) to contract with HRA’s fiscal intermediaries from 11/1/12 through 10/31/13. The care a consumer receives will not change until a plan has a chance to perform a client assessment and review the plan of care. After Nov. 1, 2012, any mainstream Managed Care client needing consumer directed personal assistance services must request this form of service delivery through their plan.”  On the DOH Medicaid Redesign Team (MRT) website are two documents to further explain this transition:

- Policy for the Transition of Consumer Directed Personal Assistance Services into Managed Care, and

- Administrative Agreement for the Provision of Fiscal Intermediary Services for the Consumer Directed Personal Assistance Program.
