MLTC Implementation Update - August 2012

During this week's Managed Long Term Care (MLTC) implementation call, DOH shared again that they have been given verbal approval from CMS to send out mandatory enrollment packages to personal care recipients in the boroughs listed below. The enrollment pieces that have been mailed to date are:

The mailings are being sent to current personal care recipients in zip codes in Manhattan, the Bronx and Brooklyn. A personal care recipient must meet the following criteria:

1. In need of greater than 120 days of personal care; and

2. Medicaid eligible.

The mailings are being sent in batches of 500. To date, 2,500 mandatory packages have been mailed.  It was again clarified that without written CMS approval for mandatory enrollment, there cannot be any auto-enrollment.

CMS has not approved the 1915 (c) waiver amendment for the Long Term Home Health Care Program (LTHHCP); therefore individuals can still enroll into the LTHHCP waiver.

DOH posted Frequently Asked Questions and Answers  on the implementation issues. Please let me know what questions remain and what needs to be further clarified. DOH also posted an updated Medicaid Managed Long Term Care brochure.
