MLTC Implementation Keeps Moving Forward

On the first MLTC Implementation Advisory call for the new year, DOH provided the following updates:

- To date 19,800 are enrolled in MLTC, and less than five percent were auto-assigned;

- The Long Term Home Health Care Program (LTHHCP) remains a viable program option.  DOH issued a notice clarifying again the LTHHCP is still operational until CMS approves the proposed waiver amendment. 

-LTHHCP “spousal impoverishment” budgeting also remains a question; the state proposed to have it follow the consumer, and this too is being reviewed by CMS.  

-In mid-January, DOH will be sending out announcement letters to consumers who meet the criteria for mandatory enrollment: dually eligible individuals age 21 or older who require more than 120 days of community-based long term care services and are receiving personal care, Consumer Directed Personal Assistance Program (CDPAP) services, Certified Home Health Agency (CHHA) services for greater than 120 days, Private Duty Nursing (PDN), or Adult Day Health Care (ADHC) services.  DOH noted that they will not send letters to people who have less than four months left of their Medicaid eligibility. The letters will be sent out to consumers in Nassau, Suffolk and Westchester counties.  DOH will be updating the list to include managed care plans for these respective counties.

-Announcement letters will also be sent to consumers in New York City who require over 120 days of CHHA services, ADHC services and PDN.
