DOH Posts FAQs on MLTC Implementation

Last week, DOH posted two Frequently Asked Questions (FAQ1, FAQ2) documents on Managed Long Term Care (MLTC) implementation. Topics include the Long Term Home Health Care Program (LTHHCP), contractual issues, assessment tools, spend downs, continuity of care policy and the role of the Local Department of Social Services as mandatory enrollment unfolds. Over 10% of the FAQs are on the LTHHCP.

As a follow-up to the DOH MLTC implementation conference calls, the role of hospice (Q43, Q51) in a MLTC/MAP relationship was again clarified as a regulation that needs to be reviewed.

DOH stated again the LTHHCPs can still accept new participants until the 1915(c) waiver amendment has been approved by CMS (see Q30 and Q32). It is also important to note that the date of the MLTCPs that are required to provide the Consumer Directed Personal Assistance Program (CDPAP) has been moved from Sept. 1, 2012 to Oct. 1, 2012 (see Q42).

Please continue to send in your questions as the mandatory enrollment process unfolds to mltcworkgroup@health.state.ny.us.
