Home and Community-Based Care Work Group Progress
The Department of Health (DOH) Home and Community-Based (HCB) Care Work Group resumed meeting in July with subsequent meetings in August and mostly recently on Sept. 4. LeadingAge NY worked with other stakeholders over the summer to discuss various issues including assessments, plan of care and coordination of physician orders.
Highlights from from the Sept. 4 meeting include:
- a presentation on UAS-NY and OASIS. It was made clear during this presentation a cross-walk between the two assessments was, unfortunately, not feasible;
- a regulatory update on physician orders to change the time from 30 days to 60 days is still under review;
- a regulatory update to distinguish home health services vs. public health services posing several challenges;
- a matrix of responsibilities is still under development, designed to identify the responsibilities of home care versus managed care. The matrix will be helpful, not only in capturing the current structure, but also flagging potential future issues when the Fully Integrated Duals Advantage (FIDA) demonstration and the Delivery System Reform Incentive Payment (DSRIP) program are operational; and,
- the workgroup will continue to meet on a monthly basis to remain current on these evolving issues, and identify issues that impede or are in conflict with this new model of care.
The HCB Care work group, per statue, must submit a report in September 2014 and again by February 28, 2015. We will keep members apprised of developments and encourage your feedback.
