DOH provided an update on managed care and LTHHCP issues during the MLTC Implementation Advisory call on Fri., June 7, and posted two new MLTC policies on LTHHCP, managed care and social day care services.

Another MLTC policy further refining the definition of Community Based Long Term Care Services as it relates to Consumer Directed Personal Assistance Program and discrete housekeeping services. 

The MLTC policy 13:15 further clarifies the definition of community based long term care by stating individuals who only require assistance with housekeeping tasks do not meet the intent of community based long term care services.

The purpose of this policy is to further clarify programmatic eligibility for enrollment in managed long term care plans. Some MLTC plans have sought greater clarification from the Department as a result of the request to review the use of social day care services for their enrollees.

The purpose of this policy guidance is to reiterate continuity of care policy for transitioning LTHHCP participants to MLTC and establish payment requirements for MLTC Plans when LTHHCP agencies are providing home care services to enrollees during the 90 day transition period.

DOH provides more information on MLTCs, Fully Integrated Duals Advantage (FIDA), Balancing Incentives Program (BIP), Community First Choice (CFC) Initiatives and the latest on what CMS wants DOH to do for conflict-free case management.

DOH posts an update on the transition of the LTHHCP to MLTC. The door closes for new non-duals into the LTHHCP as of May 15, 2013.

The revised personal care contracting policy includes the two new mandatory counties and 90-day continuity of care provisions.
