QIVAPP Funds to Flow in Early October

(Sept. 30, 2025) 2024-25 Quality Incentive Vital Access Provider Pool (QIVAPP) funding is slated for distribution to Managed Long Term Care (MLTC) plans and then to Licensed Home Care Services Agencies (LHCSAs). Payments will be released in cycle #2509, with checks going out to MLTC plans on Oct. 8, 2025 and distribution to LHCSAs by plans thereafter. Members should reach out to Meg Everett by email if they want to check on the amount of funding to be distributed to their agency.

QIVAPP is a NYS Medicaid initiative designed to stabilize home care agencies in NYC while strengthening the workforce that makes home care possible. The program helps agencies offset the costs of State-mandated wage and benefit increases for home health aides and personal care aides. By tying funding to quality standards and employee benefits, it encourages agencies to invest in their workforce, leading to more consistent, reliable care.

QIVAPP is limited to LHCSAs serving Medicaid patients in NYC. Agencies must meet criteria set by the Department of Health (DOH), such as providing comprehensive health insurance or contributing to an employee health fund.

Funding flows from DOH to MLTC plans, which then distribute payments to eligible agencies under their contracts. More information about the program is available here.
