DOH Releases the QIVAPP Awards

On Oct. 31st, the Department of Health (DOH) shared with LeadingAge NY the State Fiscal Year (SFY) 2015-16 Quality Incentive Vital Access Provider Pool (QIVAPP) funding. Once approved by the Division of the Budget (DOB), the $70 million will be passed to managed long term care (MLTC) plans, which are then responsible for distributing all the funding to “eligible” home care providers in New York City. DOH had decided that the SFY 2015-16 funding would be provided to those found eligible for QIVAPP in 2014-15 and to any new home care agencies who could demonstrate eligibility.

As we have reported, QIVAPP funding only applies to home care providers subject to the Home Care Worker Wage Parity law in New York City. The QIVAPP program is outlined in a Dear Administrator Letter (DAL) posted in April 2014. The QIVAPP funding for SFY 2014-15 was distributed in two payments. This year, there will be one lump sum payment. The home care associations requested and received a breakdown of the dollar amount for each eligible home care provider. Included in this breakdown is an additional 5 percent for the MLTCs to administer the awards.
