Home care providers are reminded that they are required to complete the 2022 Home Care Cost Report by Aug. 30, 2023. See below for providers subject to this requirement. 

NYS Department of Health (DOH) and KPMG LLP's Cost Report webinar and slides are posted in the Web-based Tool. The presentation covered walk-throughs of Schedules 3, 4, and 5; additional updates including Workforce Recruitment and Retention updates; and helpful resources. Cost reporting instructions are available here.

Providers should note the following instructions and resources for the reporting process:

Home Care Cost Report Web-based Tool Link and Login Credentials

• The 2022 Home Care Cost Report submission and audit process will be conducted using the Web-based Tool found here.
• Once you have arrived at the Home Care Tool Dashboard, please select the “2022” option to access the 2022 Home Care Cost Report.
• For users who completed the 2019-2021 Home Care Cost Reports, your login credentials for the Web-based Tool will be the same login credentials used in previous years.
• If you forgot your password, please click the “Forgot Password?” link on the Web-based Tool login page. You will then be sent an email containing the steps to reset your password.
• If you did not complete the 2021 Home Care Cost Report and you require a new Web-based Tool account, please send the request to the KPMG Home Care Cost Report mailbox (us-advrisknyshc@kpmg.com). Please include your agency’s name and the full names and email addresses of the individuals who should have access to the Tool as part of your request.
• If you would like to request additional login credentials for an individual who is part of your agency, or for an outside consultant who will access the Web-based Tool on your behalf, please send the request to the KPMG Home Care Cost Report mailbox (us-advrisknyshc@kpmg.com). Please include the individual’s full name and email address as part of the request. Note that login credential requests for an outside consultant must come from the agency and not the consultant themselves.

Home Care Cost Report Completion

• Whether a Certified Home Health Agency (CHHA), Licensed Home Care Services Agency (LHCSA), or Fiscal Intermediary (FI), each agency will complete their Home Care Cost Report submission using the same link above. Note that the below agencies are not required to complete the Home Care Cost Report:
  • Assisted Living Program (ALP)-only agencies
  • Private pay-only agencies
  • Hospital-based CHHAs or LHCSAs
  • Private duty nursing-only agencies
  • Agencies receiving no Medicaid reimbursement (through Fee-for-Service (FFS) or Managed Long Term Care (MLTC))
  • LHCSAs who contract with CHHAs and provide no other Home Care services
  • CHHAs who provide ONLY Hospice services
  • Program of All-Inclusive Care for the Elderly (PACE)-only facilities
  • Nursing Home Transition and Diversion (NHTD) and Traumatic Brain Injury (TBI) program-only facilities

• Please note that the due date for the Home Care Cost Report is Aug. 30, 2023.

Home Care Cost Report Outreach Program

• As part of this process, DOH and KPMG will be conducting various activities that are part of the Home Care Cost Report Outreach Program.

Pre-Recorded Webinars

In addition to the live kickoff webinar, KPMG and DOH prepared a series of pre-recorded webinars for new home care agencies, or providers who would like a refresher on the Home Care Cost Report requirements. This series will include a number of modules covering specific topics, such as Home Care Cost Report background, key information (e.g., important terminology, allocating costs, reporting contracting relationships), Tool functionality, and a description of each Cost Report schedule. Each module will be available in the “Pre-recorded webinar” section of the “Useful Links” in the Instructions tab of the Tool for providers to access. While there will not be any live questions and answers in these modules, if you have questions on topics covered, you can send an email to the KPMG Home Care Cost Report mailbox (us-advrisknyshc@kpmg.com).
