DOH Forging Ahead with Statewide Fiscal Intermediary for CDPAP

(Nov. 12, 2024) The Department of Health (DOH) and Public Partnerships, LLC (PPL), the entity selected to be the single, statewide fiscal intermediary (FI) for the Consumer Directed Personal Assistance Program (CDPAP), are ramping up activities to transition all Medicaid beneficiaries in CDPAP and their personal assistants (PAs) to PPL. PPL will fulfill the administrative and financial functions currently performed by over 100 FIs. It is anticipated that PPL will begin operating as the FI in NY in early 2025, beginning with individuals new to CDPAP and those in upstate counties. DOH has indicated that the transition of all CDPAP consumers and their assistants will be complete by April 1, 2025.

PPL's responsibilities will include processing wages and benefits for each PA; processing all applicable income tax and other required wage withholding; complying with workers’ compensation, disability, and unemployment requirements; ensuring that the health status of each PA is assessed prior to service delivery; maintaining personnel records for each PA; maintaining records for each consumer, including copies of Local Department of Social Services (LDSS) or Managed Care Organization (MCO) service authorizations or reauthorizations; monitoring the consumer’s (or if applicable, the consumer's designated representative’s) continuing ability to fulfill the consumer's responsibilities under CDPAP; and entering into administrative and reimbursement agreements with MCOs for the provision of FI services. PPL may also assist consumers with navigation of the program, peer support, and education and training.

PPL will be assisted by at least 30 CDPAP facilitators – FIs under the current program that will support onboarding to CDPAP; electronic visit verification (EVV) training; and compliance, utilization, and overtime monitoring.

PPL is holding a series of virtual and regional in-person information sessions beginning on Nov. 21st. The sessions are currently scheduled through Jan. 28th. More information is available on the PPL website here and in this information sheet.

LeadingAge NY members will recall that the transition to a single FI has been challenged in a number of lawsuits. These lawsuits are still pending, but none have blocked the implementation of the transition thus far.
