NHTD Medicaid Waiver Draft Audit Protocols
The New York State Office of the Medicaid Inspector General (OMIG) sent a second version of Nursing Home Transition and Diversion (NHTD) Medicaid waiver audit protocols to LeadingAge NY for comment. You may recall that in November 2016, LeadingAge NY collaborated with the provider associations and commented on the first proposed NHTD audit protocols.
We provided general comments, such as including language about extenuating circumstances, as well as specific comments to OMIG. The specific comments revolved around protocols on the Missing Service Plan/Revised Service Plan; Failure to Meet Service Coordination Requirements; Service Coordination Caseload Exceeds Limit; Service Performed by Unqualified Structured Day Program Staff; and Annual HCSS in-service training.
This newer version incorporates some of our suggestions, but not all. It is similar to the revised draft and closely resembles the audit protocols for the Traumatic Brain Injury (TBI) waiver program. OMIG has included two new protocols:
- Failed to Obtain Authorized Practitioner’s Signature within Required Time Frame; and
- Missing Documentation of Required Criminal History Check.
LeadingAge NY will continue to review the audit protocols and contact members who are waiver service providers. Comments are due to OMIG by May 30th.
