Two Important Posting on the Long Term Home Health Care Program (LTHHCP)
The Department of Health (DOH) has posted two important notices regarding the Long Term Home Health Care Program (LTHHCP). The first critical notice is a General Information System (GIS) message sent to the Local Departments of Social Services (LDSS) informing them that effective last Fri., May 27, 2016 the LTHHCP is officially closed.
LeadingAge New York reached out DOH to inquire about the last 90-day extension to the Centers for Medicare & Medicaid Services (CMS) and was informed that it would not be necessary to have any additional extensions. The last remaining eight LTHHCP patients have been transitioned to manage care plans. The continuity of care provisions remain in effect throughout the transition process.

The second notice from DOH was posted on the Health Commerce System (HCS) for the 2015 LTHHCP Medicaid cost report. This included several components along with a Dear Administrator Letter (DAL). According to the DAL the cost report must be filed with the DOH no later than Aug. 15, 2016. The operator’s and accountant’s certificates must be received on or before Aug. 15, 2016 as well. Please note if you have closed your LTHHCP, but had provided services and received Medicaid reimbursement in 2015 for your LTHHCP, you still need to file the 2015 cost report.
