2016 LTHHCP Cost Report Changes
The Department of Health (DOH) posted a Dear Administrator Letter (DAL) on June 27th stating that Long Term Home Health Care Program (LTHHCP) providers will no longer be required to file the LTHHCP Cost Report. Per the DAL, this is a result of the LTHHCP participants transitioning into mainstream managed care or managed long term care and the formal closure of the waiver program in May 2016.
In October 2016, LTHHCP providers delivering home care services were allowed access to bill Medicaid using the Certified Home Health Agency (CHHA) Episodic Payment System (EPS) rate codes. Now, LTHHCP providers that bill Medicaid for CHHAs through the EPS are required to file a CHHA Cost Report. The 2016 CHHA Cost Report is posted to the Health Commerce System (HCS) and is due Aug. 15th. LTHHCPs must file the report by Sept. 30th.
Please note that LeadingAge NY previously reported on the 2016 Medicaid Cost Report due dates for all non-hospital based CHHAs. On May 24th, DOH sent an email notification entitled "CHHA 2016 Cost Report due date correction." In the email, DOH stated:
"This email is to notify all non-hospital based certified home health agencies that the due date for the 2016 CHHA cost report will be August 15, 2017, not July 15, 2017 as previously noted in the Dear Administrator letter dated May 17, 2017. Please note that the operator and CPA certifications will also be due on August 15, 2017."
