EVV Attestation Process Underway
As members know, Electronic Visit Verification (EVV) implementation is underway for providers of Medicaid personal care services (PCS), with a start date of Jan. 1, 2021. As part of the Choice Model implementation, the Department of Health (DOH) must ensure that providers have met and continue to meet the program guidelines and requirements for training users on how to use the provider’s EVV system, and that providers understand their obligations to submit EVV data to DOH.
All EVV providers must complete an EVV Attestation electronically no later than Jan. 1, 2021, and annually thereafter, in the eMedNY system. Paper copies of the Attestation will not be accepted. Providers that fail to timely comply with these obligations are at risk for their claims for services being denied and/or the issuance of an overpayment demand letter followed by recoupment procedures. Providers may also be subject to penalties.
Please review the Attestation guidance, requirements, and instructions in the EVV Program Guidelines and Requirements document. Once providers have completed their review of the Attestation requirements, they should electronically complete and sign the Attestation found on the eMedNY EVV page.
For consultants and EVV technical staff, an updated version of the Interface Control Document (ICD) has been posted to the EVV website.
Members should contact EVVHelp@health.ny.gov to begin testing their systems to ensure that they are ready for the Jan. 1, 2021 implementation date. To learn more about EVV as required by the 21st Century Cures Act, please see previous LeadingAge NY Intelligence articles here or review the DOH or Centers for Medicare and Medicaid Services (CMS) EVV sites.
