Electronic Visit Verification Goes Live Jan. 1st
Electronic Visit Verification (EVV) goes live on Jan. 1, 2021. Certified Home Health Agencies (CHHAs), Licensed Home Care Services Agencies (LHCSAs), Fiscal Intermediaries (FIs), and other agencies or entities delivering Medicaid Personal Care Services (PCS) in home settings must be engaged in the EVV program and completing the final stages of the attestation process so that personal care aides are fully reporting their services by the Jan. 1st go-live date.
The 21st Century Cures Act, passed by Congress in December 2016, requires all state Medicaid programs to implement an EVV system for PCS and Home Health Care Services (HHCS). All states must implement an EVV system to avoid a reduction in federal Medicaid funding. States must require use of EVV for all Medicaid-funded PCS by Jan. 1, 2021 (postponed last year from Jan. 1, 2020) and for all Medicaid-funded HHCS by Jan. 1, 2023.
The EVV program requires the following information to be collected each visit:
- Service type
- Individual receiving the service
- Date of service
- Location of service delivery
- Individual providing the service
- Begin and end times of service
DOH issued a recent communication to FIs serving personal assistants in the Consumer Directed Personal Assistance Program (CDPAP) regarding their need to engage in the attestation process.
