Status update of the CHHA CON applications
On Thurs., Oct. 11, the Public Health Health Planning Council (PHHPC) will meet to discuss the recently submitted applications to establish or expand Certified Home Health Agencies (CHHAs) in the upstate and downstate counties. A list of the applications that were reviewed and forwarded for approval by the Establishment and Review Committee can be viewed here.
The CHHA Certificate of Need (CON) meeting minutes from the Aug. 9 PHHPC meeting are on page 58. The various CHHA CON applications that will be discussed for final approval are on pages 244-248, 270-308, 449-501 and 509-514.
Also note that on page:
- 59 are the next steps for the approval process for November/December; and
- 127 is the contingency that the applicant submits an acceptable plan that outlines details to achieve compliance with two percent charity care and condition to provide services in the entire geographic area approved within one year of approval. If the condition is not met, it “shall constitute an abandonment of the application.”
CHHA CON applications that were deferred still have another opportunity. A Dear Administrator Letter dated Sept. 17 was sent to applicants advising them on how to submit clarification or additional information as per the Section VII.D.5 of the Request for Applications. This opportunity is available until 4 p.m. on Oct. 19.
DOH intends to make 30-day extensions available, and more details on this will be available shortly. Accordingly, LeadingAge New York has learned that it is possible that some CHHA applications will be considered in the January/February timeframe.
