2014 Initial Medicaid Rates for LTHHCP and Pediatric CHHAs

The Department of Health (DOH) posted two Dear Administrator Letters (DALs) on the 2014 initial Medicaid fee-for-service rates for CHHA pediatric patients and the LTHHCP. In both letters it shows:

  • Zero percent trend factor in accordance with past NYS budgets;
  • Three percent rate adjustment for agencies that submitted their signed attestation for using funds for the purpose of improving Recruitment and Retention (R&R) of non-supervisory home care services workers or any worker with direct patient care responsibility; and
  • 4.7 percent add-on adjustment for the Recruitment, Training and Retention (RT&R) of home health aides or other personnel with direct patient care responsibility.

The letters explain the regional ceilings and the A&G caps, the rate hotline and the rate appeals process with specific dates, contacts and phone numbers for questions.
