Contracting for Home Health Services in Managed Care Plans

The Department of Health (DOH) posted a DAL: HCBS 14-01, Home Health Services in Managed Care Plans, which provides guidance concerning the provision of home health services through contracts with Medicare or Medicaid managed care plans. This issue has been at the forefront of many meetings with DOH and the Home and Community-Based Care work group. We have raised the issue to DOH of the added expense to satisfy this requirement. The 2014-15 Executive Budget allocated $17 million to address this issue. LeadingAge New York is analyzing the assumptions underlying this amount and will continue advocating our concerns on this requirement and the level of funding that will be needed. We will also continue to advocate for clarification with home care regulations and the elimination of regulations that are duplicative within a managed care environment. We will keep members posted as we further analyze this DAL.
