Revised Certified Home Health Agencies Audit Protocols
The Office of the Medicaid Inspector General (OMIG) shared the revised April 22nd audit protocols for Certified Home Health Agencies (CHHAs). In reviewing the revised CHHA audit protocols several sentences were added to the cover letter and numerous changes were made to the regulatory references. LeadingAge New York has requested several times that relevant material in the record be used to substantiate a claim. We are pleased to see that this language is now included in the cover letter, “Audit protocols are used as a guide in the course of an audit to evaluate a provider’s compliance with Medicaid requirements and to determine the propriety of Medicaid expended funds. In this effort, OMIG will review and consider any relevant contemporaneous documentation maintained and available in the provider’s records to substantiate a claim.”
We have contacted OMIG regarding changing the protocol on failure to obtain the authorized practitioner’s signature within a certain timeframe. OMIG has responded and stated they are adding guidance to the Auditor’s Version of the CHHA and LTHHCP protocols to reflect this proposed regulation.
The revised CHHA audit protocols should be posted to the OMIG website within the next week.
