DAL Posted on OASIS and Managed Care Beneficiaries The purpose of the Dear Adminstartor Letter (DAL) is to clarify the requirements pertaining to comprehensive assessments for CHHAs and LTHHCPs continuing to provide skilled services through a contract with the MLTCP; and for the agency’s adult patients transitioning into a Medicaid MLTCP, the federal comprehensive assessment and OASIS requirements still apply during the 90-day transition period.

Recruitment, Training and Retention Funds The NYS Office of the State Comptroller (OSC) sent a letter to DOH Commissioner Shah assessing the extent of implementation of the four recommendations on the use of the funds for the Recruitment, Training and Retention (RTR) of direct care staff. Based on a review of $39 million of RTR funds, OSC was unable to account for providers’ use of all RTR funds.

Electronic Plan of Correction (ePOC) Application for CHHAs, Hospices and LHCSAs A DAL outlining the implemenation of an application to automate the distribution of Statements of Deficiency (SODs) to home care providers and the receipt of Plans of Correction (POCs) from home care providers. This application, called the Electronic Plan of Correction (ePOC) application, will ultimately eliminate the sending of hard copy SODs and POCs by surface mail, streamlining the communications between the Department and providers.
This will be piloted with selected agencies in August. All CHHAs and Hospices will be required to use ePOC starting September and LHCSAs in October 2013.
