The University of Massachusetts Medical School will be sending letters to some providers who have received Medicare payments as a result of demand bills previously paid by Medicaid.

This Dear Administrator Letter (DAL) clarifies aide supervision provided directly or indirectly by CHHAs and LTHHCPs, pursuant to 42 CFR, Part 484.36. Please note the examples of providing aide service when under contract with a Managed Care Plan. 

A DAL outlining the implemenation of an application to automate the distribution of Statements of Deficiency (SODs) to home care providers and the receipt of Plans of Correction (POCs) from home care providers. This application, called the Electronic Plan of Correction (ePOC) application, will ultimately eliminate the sending of hard copy SODs and POCs by surface mail, streamlining the communications between the Department and providers.

This will be piloted with selected agencies in August. All CHHAs and Hospices will be required to use ePOC starting September and LHCSAs in October 2013.

DOH has issued a Dear Administrator Letter (DAL) to notify Certified Home Health Agencies (CHHAs) that their annual financial and statistical report forms are due no later than Aug. 15, 2013.  The 2012 CHHA Cost Report software is now available on the Health Commerce System (HCS).  For any questions, contact Cheryl Udell at cudell@leadingageny.org or 518.867.8383, ext. 151.

The Department will activate the 2010 CHHA/LTHHCP Statistical Report on the Health Commerce System (HCS) on June 10, 2013. The reports must be submitted by August 9, 2013. The CHHA/LTHHCP Statistical Report is used to collect information such as the number of visits and revenue by payor, the number of personnel employed, and the numbers of cases and visits by service and county.

The adopted rule aligns state and federal regulations and supports two MRT proposals.
