DOH to Hold Webinars on SHIN-NY for HCBS Providers, ACFs, and Assisted Living Providers
(Oct. 28, 2025) The Department of Health (DOH) is holding upcoming webinars for Home and Community-Based Services (HCBS) providers, Adult Care Facilities (ACFs), and Assisted Living (AL) providers providing an overview of the NY eHealth Collaborative and Statewide Health Information Network for NY (SHIN-NY). The SHIN-NY facilitates the secure electronic exchange of patient health information and connects health care professionals statewide. It enables the sharing of data statewide and allows providers access to a patient’s electronic medical records wherever and whenever they need it.
The Department is requiring Article 28, 36, and 40 providers to engage with the SHIN-NY through SHIN-NY Common Participating Agreements (SCPAs). Please note that Assisted Living Program Licensed Home Care Services Agencies (ALP LHCSAs) are required to connect with the SHIN-NY. For ACF and AL providers, engaging with the SHIN-NY is voluntary and encouraged to optimize care of residents.
The ACF and AL webinar will be held on Oct. 29th at 12 p.m. Please pre-register here. Please save the date for the HCBS webinar, which will be held on Nov. 5th at 12 p.m. The link should be distributed by the Department soon; LeadingAge NY will share with members when it is available.
Through participation in the webinar, attendees will demonstrate the ability to:
- Navigate the NY eHealth Collaborative website and understand the associated process.
- Understand the goals of the SHIN-NY.
- Contact appropriate entities for questions.
For Article 28, 36, and 40 providers not currently connected, DOH and the SHIN-NY require the completion of a Corrective Action Plan (CAP), a short form to notify the Department of your status. Please see this Intelligence article to learn more about the CAP and how to start the process of engaging with the SHIN-NY.
Please note: the Department will be issuing a Dear Administrator Letter (DAL) on this requirement within the next few weeks. The Department has communicated that, for now, it will not be issuing citations for non-compliance with the requirement to complete a SCPA and participate with the SHIN-NY. However, at some point, it will.
