Details and Considerations on ALP Opportunity for Development
As we reported last week, the Department of Health (DOH) issued the "Opportunity for Development (OFD)" for Assisted Living Program (ALP) beds. DOH reports that they may have another round in the future based on beds being made available through past ALP beds awarded that never came to operation. It is also possible that these beds be made available in the current solicitation. It is important to note that any provider with an ALP project still pending should be in communication with DOH regarding their intention to complete the project, to avoid an administrative withdrawal of the application. We also urge any interested party to submit an OFD application for ALP beds if you are interested in having ALP beds any time in the near future, as we are uncertain about future solicitations.
In reviewing the OFD application, we noted that this opportunity is much broader than past solicitations which prioritized the type of projects that the Department planned to award. The scoring section does provide key considerations, including the ability to become operational in a 24 months period. The application does not favor applicants who have received recent ALP bed awards and have not yet become operational, unless the applicant can demonstrate a reasonable justification for the delay.
In addition, DOH outlined criteria from the federal home and community based settings rule; which while not yet implemented, will be in effect within the next five years or so. Click here for more information about this federal rule.
