ACF/AL Updates from DOH

(July 12, 2025) During a meeting with the Department of Health (DOH) last week, LeadingAge NY obtained a few updates for adult care facility (ACF) and assisted living members.

New Adult Home Roster Reporting Requirement

DOH noted that some providers were reporting difficulties with the new quarterly adult home roster requirement. Specifically, the roster comes up as being for the time period of July 1st-Sept. 30th, whereas the quarter that the data must be inputted for is the previous quarter of April 1st-June 30th. DOH clarified that this is the correct report, and you will find that when you open the report, it highlights the April-June time period consistent with the Dear Administrator Letter (DAL). Members should let us know if they encounter any additional difficulty with the new report.​​​​​​​

ACF QSIR Due July 31st

All ACFs are reminded that the Quarterly Statistical Information Report (QSIR) for the second quarter of 2025 is due July 31st. Click here for more information.

OSC Report on DOH Oversight of ACFs

The Office of the State Comptroller (OSC) has released this report regarding DOH oversight of ACFs. DOH reports that they are continuing to explore findings and implement improvement.

Status of ACF Respite Program

DOH reports that they are working through the procurement process to get the ACF Respite Program up and running. This program has had funding in the budget for two years to begin a program for high-needs caregivers in the community to receive respite support provided in an ACF, subsidized by the State. Preparedness and HCS Roles

DOH noted the recent excessive heat and the possibility for elopements during warm weather. They urged residential providers to be aware of and prepared for the risks associated with the heat and possible elopements. In addition, they stressed the importance of keeping Health Commerce System (HCS) roles up to date, including the 24/7 contact role, which is located in a different place than the other roles on the HCS. ARPA Deadline July 31st

Assisted Living Program (ALP) members who received American Rescue Plan Act (ARPA) funding are reminded that expenditures must be made by July 31st. DOH reports that activities funded by ARPA can go beyond July 31st, but all expenditures need to be made by July 31st. Click here for more information.
