HCS Roles DAL Causes Concern

On Jan. 31st, the Department of Health (DOH) issued a Dear Administrator Letter (DAL) regarding the assignment of Health Commerce System (HCS) roles. The Department subsequently sent a message correcting the due date for action to Feb. 21st. The DAL requires you to ensure that the HCS roles for your organization are accurate or up to date, which is always important to ensure. The DAL also directs adult care facilities (ACFs) and nursing homes to identify only one person for certain key roles. LeadingAge NY has been talking to DOH regarding this directive and the challenges it poses for many of our members. The change was made because, during the course of the pandemic, DOH has had difficulty connecting with someone in a leadership role given that multiple people have been put in those roles in some cases. LeadingAge NY has urged DOH to find another way to achieve their goals. We have also advocated that any drill not be onerous given the workforce shortages everyone is experiencing.
