DOH Issues ACF Financial Report on HCS
The Department of Health (DOH) has activated the 2017 Adult Care Facility (ACF) Financial Reports on the Health Commerce System (HCS). Every ACF must complete and submit the report for their entity type on the HCS. Per the Dear Administrator Letter (DAL), facilities using a calendar year as their fiscal year must submit the report by Dec. 28, 2018. Facilities using a fiscal year period that differs from a calendar year are required to file their report by the 15th day of the sixth calendar month following the close of their fiscal year.
Please note that DOH is planning to revise this report moving forward, so we ask members to consider how the report can be improved or streamlined while they are completing it this year. LeadingAge NY will be working with DOH to help revise the report, and your input is critical. Please be as specific as possible with your comments and suggestions.
There is detailed information in the DAL as well as instructions that we urge members to review carefully. The DAL also explains how to access the report on the HCS. Here are a few highlights for members to make note of:
- The AH “Opinion of the Independent Accountant – Certification of Operation” page or the EHP “Certification of Operator” statement should be printed, signed, and mailed to DOH. Please refer to the DAL for more information.
- Schedule F-Officers and Board of Directors must be submitted for all not-for-profit EHPs, listing current Officers and Directors of the Organization. The name, title, and address must be provided for each member of the organization.
- The following titles in the Communications Directory have access to enter financial data: Financial Data Reporter and Financial Submitter. Only the Financial Submitter is permitted to submit the data. If you would like to change or add staff to these designations, please have your HCS Coordinator add this contact information and HCS account ID to the Communications Directory. We recommend doing this as soon as possible to avoid delays in submission of the report.
