Webinar on Implementation of HCBS Settings Rule

Earlier this year, the Centers for Medicare and Medicaid Services (CMS) released a final rule and guidance on the requirements of characteristics for settings in which Medicaid-covered waiver services are provided.  Given that New York is moving to enroll nearly every Medicaid-eligible individual into some sort of managed care program, which is provided under a federal waiver, this rule has broad implications.  Every state must develop and submit to CMS a plan of how they will implement this new rule, and the process provides multiple opportunities for stakeholder input.  This webinar will provide information about the rule, and provide tools and resources for state advocates to assist with implementation.

The webinar will take place on Fri., June 20, 2014, from 2 – 3:30 p.m.  Register here. Space is limited, so please register early and share lines when possible.  The webinar will also be recorded and made available for viewing following the event.

Speakers:

  • Ralph Lollar – director, Division of Long Term Services and Supports, Disabled and Elderly Health Programs Group, CMS
  • Pat Nobbie – program specialist, Center for Disability and Aging Policy, Administration for Community Living
  • Eric Carlson – directing attorney, National Senior Citizens Law Center
  • Rachel Patterson – policy analyst, Association of University Centers on Disabilities

For background on the federal rule, click here to view LeadingAge NY information, and here for CMS documents.  We encourage home and community-based providers and congregate community settings such as adult care facility/assisted living and housing and that serve Medicaid eligible people to follow this issue closely.
