State Processes Outstanding Payments for Non-Institutional Providers
(Dec. 30, 2024) On Dec. 27th, eMedNY circulated a notice that non-institutional providers should have received outstanding payments related to the 2022 1 percent Medicaid rate increase in payment cycle 2468. Cycle 2468 was released on Dec. 26th. While the Department of Health (DOH) implemented the 1 percent increase enacted by the 2022-23 State Budget effective Dec. 22, 2022, non-institutional providers never received the increase retroactive to the April 1, 2022 effective date. The lump sum payment in cycle 2468 represents payment of the 1 percent increase for non-institutional claims with dates of service on or after April 1, 2022 that were adjudicated before Dec. 22, 2022. Non-institutional providers covered by the increase included Assisted Living Programs (ALPs), home health, personal care and Consumer Directed Personal Assistance Services (CDPAS), and Traumatic Brain Injury (TBI) and Nursing Home Transition and Diversion (NHTD) Waiver services.
The notice reminded providers who may have any outstanding liabilities due to the Department that the lump sum payment could be negated or reduced to satisfy any existing Medicaid liabilities.
