LeadingAge NY Analyzes Impact of Home Care Contracting DAL on the ALP

DOH has issued a Dear Administrator letter (DAL) providing clarification regarding managed care and managed long term care (MLTC) plans contracting for the provision of skilled services by home health agencies.  Essentially, DOH states that entities that provide skilled services under contract must meet the federal conditions of participation.  We are exploring what implications this directive may have for Assisted Living Programs (ALPs) for future contracting with Fully Integrated Duals Advantage (FIDA) plans, MLTC, and managed care plans.  We have submitted questions to DOH on this issue and will report to members of any progress on this complex issue.  Click here to view the DAL.
