In the Home Stretch on ARPA Funding

(July 2, 2024) The Department of Health (DOH) is issuing communications to adult day health care (ADHC) programs and Assisted Living Programs (ALPs) regarding distribution of American Rescue Plan Act (ARPA) funds (also known previously as Federal Medical Assistance Percentage (FMAP) funds). Programs have already gone through the eligibility and application process and are now receiving notice of their total funding amounts. Depending on the setting, the funds will primarily be spent on initiatives to support workforce, strengthen policies and procedures, and provide and facilitate community integration in compliance with the federal Home and Community-Based Services (HCBS) Rule, as well as other spending items.

As communicated, DOH will distribute these funds based on individual members served by each program through a one-time lump sum payment. Funding has been loaded via Medicaid payment cycle #2444 based on the Medicaid Management Information System (MMIS) number associated with your program. Checks will be released July 10, 2024. Further, DOH is extending the spending timeline for eligible programs to July 31, 2025 (previously March 31, 2025).
