DOH Posts New ALP Medicaid Rates
The Department of Health (DOH) has incorporated and updated the minimum wage add-on into 2023 Assisted Living Program (ALP) Medicaid rates. Impacted providers should see the adjustment retroactive to Jan. 1, 2023 in Medicaid payment cycle 2429, which is scheduled for release on March 27th. The increase is based on survey data submitted by providers and only recognizes costs associated with raising the wage of an individual whose rate was lower than the minimum wage to the new minimum. While the minimum wage increased from $13.20 to $14.20 in upstate areas, the downstate minimum wage of $15 did not increase on Jan. 1, 2023, meaning that only providers outside of NYC, Long Island, and Westchester County may see a rate change.
DOH has posted a listing that details the Resource Utilization Group (RUG)-II-specific rate, minimum wage add-on, and last year’s 6.5 percent rate increase. The rate listing can be accessed here, while the associated Dear Administrator Letter (DAL) is here.
