CMS Approves State Plan Amendment Regarding ALP Residents and Hospice

(March 11, 2025) LeadingAge NY is pleased to report that the Department of Health (DOH) received approval for a Medicaid State Plan Amendment (SPA) to allow residents of Assisted Living Programs (ALPs) to receive both hospice and ALP services without having to disenroll from either. This is another step forward in a longstanding effort by LeadingAge NY and other stakeholders to effectuate this change. Click here for background on this issue.

We anticipate working with DOH to provide guidance to ALP and hospice providers to operationalize this change to ensure that there is close coordination of care between the two parties, clarify responsibilities, and ensure that there is no duplication of services or billing. We are eager to move this issue forward so that ALP residents can access hospice care when they need it.
