ALP Minimum Wage Survey Due Dec. 23rd
The Department of Health (DOH) has distributed the Assisted Living Program (ALP) minimum wage survey for 2022 and 2023. Please note the quick turnaround time (due date of Dec. 23rd). This data collection is for the “regular” minimum wage increase (i.e., meant to reimburse costs for increasing the wage for those whose hourly rate needs to be increased to meet the new minimum wage) and is expected to be treated similarly as previous minimum wage increases and reconciliations. Note that reporting should also cover the end-of-the-year increase for home health aides whose minimum wage must increase to ensure that their rate is at least $2 higher than the minimum wage in effect in the region.
The survey covers both 2022 and 2023. Note that in upstate counties, the minimum wage increased from $12.50 in 2021 to $13.20 in 2022, and will increase to $14.20 for 2023. In Nassau, Suffolk, and Westchester counties, the minimum wage increased from $14 in 2021 to $15 in 2022, with no further change for 2023. The minimum wage in New York City (NYC) has not changed since 2021, meaning NYC providers should opt out and only complete sections I and II of the survey.
Later in the day of the initial send (Dec. 9th), DOH reissued an updated survey and set of instructions. The most current survey (Excel file) can be downloaded here. The instructions are here, the attestation form is here, and the Dear Administrator Letter (DAL) is here. Please note the specific naming convention DOH requests providers use when submitting the survey.
