ALP Members Are Reminded to Expend ARPA Funds by July 31st Deadline
(June 2, 2025) Assisted Living Programs (ALPs) are reminded that all American Rescue Plan Act (ARPA) funds must be expended by July 31, 2025, unless you received an approved extension. The Department of Health (DOH) reports that a significant amount of the ALP-awarded ARPA grant money has not been spent. Extension requests were due by Feb. 1, 2025, and no new extension requests will be granted. Please plan accordingly to spend all funding by July 31, 2025.
Programs must follow the ARPA guidelines and use the awarded money within the previously determined spending categories. Participants were informed that spending plans could be adjusted (in line with approved spending categories). DOH is willing to discuss these options; reach out via email to ALP_ARPA@health.ny.gov. Members should note that they are allowed to use 5 percent of the funds toward administration of the ARPA funds. DOH has also shared that programs may spend funds prior to the July 31st deadline for items or services provided after the deadline.

DOH also noted that compliance with the federal Home and Community-Based Services (HCBS) Settings Rule is also a condition of ARPA, which includes completion of the HCBS Settings Rule Drupal survey that ALPs must complete.
