After Long Wait, ALP Beds are Awarded
The Department of Health (DOH) has announced the awards in response to the Assisted Living Program (ALP) Opportunity for Development (OFD). Click here for the announcement. This OFD was made available through a budget initiative to expand the ALP by 6,000 beds over seven years, ending Jan. 1, 2017.
We congratulate those members who were successful. This was a very competitive application process; DOH received applications for three times the amount of beds that were available. Currently there is no mechanism for providers to access additional ALP beds unless there is a statutory change, or awarded beds do not become operational and are 'given back' to the state.
LeadingAge New York has been working to modernize the ALP in preparation for the eventual transition into managed long term care (MLTC), which is now anticipated to occur in 2017. One of the discussions around this transition is whether or not the opportunity to obtain ALP beds should be broadened. We have been discussing various ways in which this could occur. The concept of allowing an open application process in which there is a need methodology mechanism is gaining traction; preferred over the current competitive processes in which the number of beds is designated by a number of beds set in legislation. We would like member feedback on this matter, as well as any other issues related to the eventual transition to MLTC.
