LeadingAge New York opposes this legislation which would require the Department of Health to establish and implement an infection control competency audit, establish infection control competency standards, and require implementation of a checklist for residential care facilities nursing homes.

LeadingAge New York addresses concerns with this bill which directs the Commissioners of Health and the Office of Temporary and Disability Assistance to promulgate regulations to require nursing homes and adult care facilities (ACFs) to allow residents to receive “personal caregiving” and “compassionate caregiving” visitors.

LeadingAge supports this legislation.  This bill would allow the latter threshold for PCS services to include patient populations, in addition and very similar to those with Alzheimer's and dementia - particularly individuals with traumatic brain injury, cognitive impairment, developmental disability, blindness, or visual impairment.

This bill would clarify that individuals living in senior housing have the right to access and obtain the same services that they would if they were an individual residing in the community, from the provider of their choosing. These services include personal care, home care, case management, technologies, and other community services that support them to live independently in the community. LeadingAge NY supports this legislation.

This critically important legislation provides health care providers and professionals with reasonable immunity from liability during the COVID-19 pandemic emergency.
